Specialist Project Manager – 3rd party Governance, Tech Knowledge

As a Third Party Governance engagement manager, you are responsible for the oversight of bank’s governance of vendor based applications.  This includes vendor hosted or vendor licensed software operated in-house within the bank’s data centers.

This position requires a person who is self-directed, can manage vendor and in-house relationships to bridge communications, coordination and oversee a vendor’s operation of their service or the quality of software delivered to the bank.   

S/he has knowledge of technology vendor governance and must have a technical background to understand the application’s architecture, infrastructure and operations that support the Bank’s consumption of its services or software. Candidate should also have experience with IT DEVOPS and third party governance aspects of IT operations including:

·         Change management – for vendor operated (SAAS, ASP), oversee review and approvals of all changes for the application. Work closely with change mgmt. team on vendor based changes for in-house operated software

·         Incident mgmt. - working closely with the incident management team, liase with vendor to drive restoring of service or mitigating steps

·         Problem mgmt. – understanding of root cause, action items, problem management process

Initial focus will be to stand up the third party enhanced governance operating model to be rolled-out to the remaining applications within Asset Servicing.  This requires strong project management skills and knowledge of third party governance to on-board vendor based applications used within Asset Servicing onto a new operating model.

Once the program is stood up, s/he will be responsible for the ongoing oversight of third party governance for their application portfolio, provide support to application managers and oversee quality and oversight of the model are being met by the vendor and application manager.

Experience working in an ITIL environment, where clear and tight processes are used at all stages. A demonstrated ability to be organized, prioritise and multitask.  This is a highly visible role and high performing team within the bank, as such you will need to be a collaborative team player, working with your peers throughout the technology and Operations areas as needed as part of a global organisation. This role will require some out of hours and weekend work. 

Description:

• Accountable for the TPG on-boarding project, achieving its objectives and is progressing as planned.   Define the metrics used to track progress and develop status report to senior management.

• Perform governance oversight to ensure that vendor related and application manager activities meets banks expectations and standards/policies

• Identify gaps between the current state and target model for the application and support the application manager to remediate

• Monitors changes to applications and their operating environment. To ensure they match bank approved changes

• Provides application support input with regard to SCM activities

• Applies effective project management methodologies and control techniques.

• Helps drive vendor based initiatives forward, focusing on resiliency/recoverability of the application and/or service

• Contributes to the achievement of department’s objectives.

 

Leads a wide array of activities associated with project planning and management to ensure that projects are completed on time, within budget and to client specifications. May allocate/coordinate work within projects. Manages and oversees end to end project management activities such as project reporting, project planning, issue / risk identification and tracking, scope management, estimation, client management, relationship management and other project documentation preparation for projects of medium business complexity (involving multiple systems interfaces that are highly visible to the organization). Directs and controls all work performed within the framework of the work structure. Assists in developing detailed project plans and schedules application/infrastructure projects, including goals, risks and resource allocation. Monitors project results for significant deviations. Contributes to vendor and client relations to ensure that service expectations are developed and met. Maintains regular contact with clients and coordinates and reports on project progress and accomplishments. May provide input for (project) team member performance appraisals. Works with all required Information Technology functions and groups to effectively plan and execute the project. May coordinate resources across organizational boundaries. Serves as a liaison between clients and internal technical groups to ensure delivery of projects on time, within budget, and to specification. Manages communication with the business at a detailed functional level and discusses/resolves issues. Manages client expectations and ensures project delivery in conformance with company software development life cycle methodologies. Contributes to the achievement of related teams' objectives.

 

Qualifications

•         Bachelor's degree, preferably in business management or a related discipline, or equivalent work experience required. Project Management Professional (PMP) certification is beneficial, 6 - 8 years of related project management experience required, experience with technology or financial services industry is a plus.

•         Experience with managing vendor hosted solutions (SAAS) as well as vendor software that resides on in-house servers

·         Experience communicating, verbal and written, with all levels of the organisation, from technical to Snr Mgmt.

·         Experience with change, incident and problem management processes and tools

·         Experience with distributed system technologies, architectures and languages (C#.NET, C++, SQL, Java, etc.)

·         Experience working with infrastructure (virtual and physical servers, F5 load balancers such as ESX, Linux and storage IBM XIV)

·         Experience with application architectures

·         Experience with global applications that support global user base, high transaction volumes, Linux based distributed architecture , Oracle DBMS

·         Experience with managing changes to applications and their environments.

·         Experience planning, designing and implementing automated testing

·         Experience in the securities or financial services industry is a plus.

·         ITIL certification or experience in an ITIL standard environment

·         Experience with production incident management

Preferred (Internal/External):

·         Extensive experience in vendor based services, asset servicing preferred particularly in areas such as accounting, pricing, custody

·         Experience in the securities or financial services industry is a plus.
