Sr. Specialist, SOX C&C, Basel Independent Verification

Job Description

Responsible for executing rigorous verification and testing of Basel-related processes and controls. Independently assess, through verification and testing, the internal control framework to ensure that all internal systems supporting compliance with the rule are properly designed, documented, and working as intended.

Essential functions include:

Basel Rule Compliance: Assess compliance with the Federal Reserve Board's advanced approaches risk-based capital rule. 

Document testing results in BNY Mellon's online Basel Independent Verification work paper tool, and draft findings for reporting to management.

Internal Control Evaluation: 

Evaluate the design of controls over the Basel reporting process to ascertain whether control objectives related to accuracy, completeness, validity, and timeliness are adequately addressed. 

Identify control gaps related to the Basel framework components through verification and testing. Identify risks that could potentially cause a material misstatement.

On a constant basis, stay abreast of current developments and regulatory pronouncements related to Basel filings.  

Become a SME related to the Basel process.

Build and maintain key working relationship with professionals including but not limited to Finance and Regulatory Reporting personnel, Basel data providers, model and process owners, Credit Risk Modeling team members, the Head of Basel Governance, the Head of Office of Enterprise Capital Management, Chief Risk Officer, SOX, and Internal Audit.

Ensures internal controls over financial reporting are sound and effective to ensure compliance with the SOX. 
Assigned business/business partner areas are typically medium to large in size and moderately complex. Incumbents demonstrate a breadth of knowledge of compliance and control and a thorough understanding of SOX. 
Recognized throughout the organization as the SOX point of contact for a particular business/business partner area. 
Contributes in the execution of the SOX assessment program in providing thorough and reliable identification of in-scope accounts and locations, planning, testing, documentation, and reporting of the effectiveness of financial reporting for delivery to the senior management and external committees. 
Contributes to the establishment of SOX compliance for the business/business partner area and is responsible for ensuring the implementation of that assessment. 
Leverages SOX compliance techniques to achieve business objectives. Contributes to the development and sustention of Control & Compliance initiatives to evolve controls framework, risk management approaches and operational efficiency.  
Provides guidance on the integration of internal controls into finance processes and systems to senior level management.  
Collaborates with other stakeholders to develop and implement consensual decisions. A
As necessary, partners with business continuity coordinators to develop disaster test scenarios and methods for managing the resulting hypothetical issues.  
Supervises, motivates and guides more junior control & compliance roles.  
No direct reports; provides technical advice/guidance to less experienced Control & Compliance roles as needed. 
Contributes to the achievement of team goals.  


Bachelor s Degree or the equivalent combination of education and experience is required. 
7-10 years of total work experience preferred. 
Experience in public accounting, SOX testing, financial services or shared services is preferred. Certified Public Accountant (CPA) or Chartered Accountant (CA) certification is preferred.

Strong understanding of the Capital Rules and Basel reporting requirements, and regulatory reporting rules and practices.  

Experience in assessing process controls and methods, including leading practices for reporting procedures and controls.  

Possess a broad understanding of the businesses within and products offered by the Company that contribute to Basel filings. 

Must have a significant understanding of audit techniques and processes used to develop and review high quality work papers.  

Excellent knowledge of banking products and their reporting requirements.  Advanced knowledge of business processes and related controls as they pertain to the monitoring of controls in order to reduce the likelihood of material errors.  

Must understand the regulatory environment and the implications of changes enacted and have an excellent understanding of BNYM’s business model.

Must be able to work with management to identify potential remediation plans for issues identified during testing, establish acceptable remediation plans and timelines, and monitor to ensure management completes remediation within agreed upon timeframes.
