Job Purpose:
• Proactively design, develop, manage and coordinate processes required under the FCA’s Senior Managers & Certification Regime (SMCR) to help ensure that Newton remains fully compliant under the regime.
• Act as the subject matter expert for the processes, which underpin Newton’s compliance with SMCR
• Support the Newton Company Secretary with company secretariat and governance related duties and projects as required

Key Responsibilities:
• Design, implement and undertake end to end processes, including policies and procedures as required, to ensure that Newton remains fully compliant under the SMCR regime. Including but not limited to:
o Liaise with the EMEA HR Governance team as required regarding background screening checks and processes- provide advice to HR for Senior Managers (SM) and Certified staff (CR)
o Fitness & Propriety (F&P) for SM and CR (on appointment, transition, on going, annual assessment etc)
o Experience and skills assessments and induction materials for SMs and CRs, in conjunction with line managers (designing and scoping competency documentation)
o FCA submissions and filings for SMs and CRs
o Own and maintain the populations of SM and CR staff, ensuring that new roles are appropriately identified and assessed
o Develop and maintain SMCR documentation, including; responsibilities map, statement of responsibilities, Senior Managers Guide, Certification Guide, Handover Policy (ensure they remain up to date, reflecting management / structural changes)
o Provide support and advice to SMs to ensure that the evidence they have identified to demonstrate they have taken reasonable steps to avoid a breach in their area of responsibility is maintained
o Liaise with the HR Operations team to ensure that the Regulatory references- process is carried out effectively
o Initiate the correct processes and escalate as appropriate, any Conduct rules breaches via Compliance, Risk & HR
o Liaise with the BNYM BKU team regarding online training to ensure regulatory obligations are met; actively engage in regulatory training updates and make recommendations for any training gaps that may be fulfilled internally or externally; maintaining training materials and ensuring that any gaps are notified to line managers
• Work with BNYM Group/ Newton technology on the development of technology systems to facilitate SMCR
• Lead, attend and contribute at meetings
• Support to the Company Secretary on company secretariat duties as required, for example maintaining Committee and Board terms of reference, authorised signatory lists, governance manual etc
• Work on various other governance projects as required

Experience and qualifications required:
• Previous compliance experience
• Working knowledge of SMCR; being an advocate for SMCR within the business
• Proactively keeping up-to-date with changes or cases from the regulator
• Solid experience working with board members and executive management and other senior management levels
• Effective judgement
• Communicating effectively
• Ability to deliver results in an ambiguous environment
• Handling multiple priorities and experience of successfully implementing processes that require multiple stakeholders
• Track record in managing/overseeing high profile processes
